Lincoln Storm Water Bond

Mayor Beutler has proposed a bond issue be placed on the May 10 primary ballot. The ballot that Lincolnites will see on May 10 will include a $6.3 million bond intended to decrease flooding and improve water quality across the city. The bond issue includes projects in 17 areas across the city to protect property from stormwater runoff and flood damage, improve water quality and prevent or repair failing stream banks. Projects are expected to be completed over the next 2-3 years. An additional $2 million was proposed but rejected by the Lincoln City Council. The additional funds were intended for removal of ash trees across the city that are expected to be destroyed by the Emerald Ash Borer insect. If approved, the bond will increase the city's property tax levy by less than 1/2 of 1 cent, costing the owner of a $150,000 home about $7.50 per year. Lincoln voters have approved all 9 storm drainage bond issues on the ballot since 1990.

The Hot Topics committee has planned this presentation with the expectation that speakers will provide context and perspectives about bond issues and bonds as funding mechanisms for funding civic projects. What are the advantages and disadvantages of bond issues?
